The Budget Proposal Details – Here are the Republican and Democratic Plans
Here are the specific budget plans put forth at yesterday’s budget meeting. It’s interesting to note that the Democrats’ proposed (and adopted) budget is actually less than the one put forth by the Republicans.
The Democrats’ proposed reductions totaled $2,285,916 for a proposed mill rate of 33.81824.
The Republicans’ proposed reductions totaled $2,201,518 plus a plan to increase revenue by $50,000 by auctioning surplus town equipment for a proposed mill rate of 33.84615. The Republican plan shares many of the same cuts as the Democratic proposal and as a result proposed only $799,103 in new reductions.
Had the entirety of both plans been adopted the mill rate would be 33.55 which would still represent a tax increase greater than 5.9%.
I am convinced that a referendum is necessary here, even though under current Charter rules it is toothless. Perhaps the proper followup to a referendum would be to submit our own citizens’ budget to the Council and Mayor. We don’t need to get elected. We have the political courage to do right by ourselves and our neighbors.

The Class A Misdemeanors carry a maximum $2,000 fine or maximum 1 year sentence or both.
The Class B Misdemeanors carry a maximum $1,000 fine or maximum 6 month sentence or both.
The Class C Felony Carries a 1/10 year min/max sentence or a $10,000 fine or both.
The Class D Felony Carries a 1/5 year min/max sentence or a $5,000 fine or both.
The Unclassified Felony carries a maximum sentence of 7 years or a $25,000 fine or both.
The first Unclassified Misdemeanor carries a $75/$600 min/max fine or a maximum sentence of 1 year or both.
The second Unclassified Misdemeanor carries a $500/$1,000 min/max fine and a 6 month maximum sentence and a 1 year license suspension and may require an alcohol treatment program.
The Infraction carries a $150/$200 min/max fine.
All in all the worst case would be $47,800 in fines and 25 years. I imagine no where near that kind of punishment will be imposed.
8 Bag Pawlowski to resign from BoE

Hank Pawlowski told the Journal Inquirer in a telephone interview that he will resign from the Board of Education. Hank also said he has no intention of filing a lawsuit against the police department.
Still in question is will he resign or be removed as a Justice of the Peace and if he will manage to keep his job with the state.
The JI reports that the Democratic Town Committee is responsible for nominating his replacement but I’m not sure where that comes from. According to the CT Statute I found regarding BOE vacancies the remaining board members will fill the seat until the next election. The DTC has nothing to do with it other than their influence on the other Democratic members of the board.
Sec. 10-219. Procedure for filling vacancy on local board of education. If a vacancy occurs in the office of any member of the local board of education, unless otherwise provided by charter or special act, such vacancy shall be filled by the remaining members of said board until the next regular town election, at which election a successor shall be elected for the unexpired portion of the term, the official ballot specifying the vacancy to be filled
The town charter specifically excludes the BoE from it’s vacancy procedures.
