<p>I am not exactly sure yet where in the plaza the taco bell will be located. With an application Address of 1 Main Street it would have to be in the right side of the plaza.</p>
<p>My hat is off to the Andreo family, owners of the Putnam Plazas. While it seems we can&#8217;t get government backed development in East Hartford that doesn&#8217;t include bottom line busting tax exemptions and property giveaways this entrepreneurial family has brought millions of dollars in development to both East Hartford and Glastonbury and improved the quality of life for all of the residents of East Hartford&#8217;s south end and Glastonbury&#8217;s north end. And all with no incentive but to succeed. Keep it up Andreo family.</p>
<p>The new Taco Bell received the approval of the Design Review Committee on 05/25 and there will be a Public Hearing on the application before the Planning and Zoning commission on June 23rd at 7:30PM in the council chambers. The application appears on the regular agenda for action following the Public Hearing.</p>

<p>Upon a motion by Paul J. Roczynski, seconded by John Ryan, the Commission<br />
Voted (7-0) to Approve the above site plan application with the following<br />
conditions:</p>
<p>1. In evaluating this application, the Planning and Zoning Commission has<br />
relied<br />
upon information provided by the applicant and, if such information</p>
<p>subsequently proves to be false, deceptive, incomplete, and / or<br />
inaccurate, this<br />
permit shall be modified suspended or revoked.</p>
<p>2. Final Plans are to be signed and stamped (ink &amp; impression) by the<br />
professional<br />
engineer.</p>
<p>3. Site plan modification bond set in the amount of $14,000.00.</p>

Voted (7-0) to Approve the above site plan application with the following<br />
conditions:</p>
<p>1. In evaluating this application, the Planning and Zoning<br />
Commission has relied<br />
upon information provided by the applicant and, if such<br />
information<br />
subsequently proves to be false, deceptive, incomplete, and / or<br />
inaccurate, this<br />
permit shall be modified suspended or revoked.</p>
<p>2. Final plans are to be signed and stamped (ink &amp; impression) by<br />
the Professional<br />
Engineer or Land Surveyor.</p>
<p>3. Provide a Town of East Hartford planning and zoning site plan<br />
approval signature<br />
block and an engineering inspection note on the plan.</p>
<p>4. Revise the sidewalk ramp details to include a cast in place<br />
tactile warning strip.</p>
<p>5. On the ramp layout plan, provide additional existing and proposed<br />
spot grades on<br />
the proposed sidewalk, as presently shown grades cannot be<br />
verified along the<br />
proposed sidewalk and ramp. On this plan there are some notes<br />
that appear to be<br />
missing.</p>
<p>6. Specify on the plans to relocate or install new landscape plantings<br />
to compensate for<br />
the existing landscape plantings that will be disturbed by the<br />
proposed construction.</p>
<p>7. It appears that to construct the new pedestrian ramp a portion of<br />
the asphalt<br />
pavement will be disturbed. Graphically depict on the plan a 2<br />
wide minimum area<br />
of pavement to be repaired and add a pavement section detail to<br />
the plan.</p>
<p>8. Within the area where new sidewalk is proposed there are two<br />
concrete manhole<br />
covers. Graphically depict on the plan what these covers are for<br />
and specify how<br />
they will be incorporated into the proposed sidewalk, provide all<br />
necessary details.</p>
<p>9. Add utility information to the plan within 200 of the proposed site<br />
work.</p>
<p>10. Add angular information or bearings to the property boundary;<br />
include map<br />
references on the plan.</p>
<p>11. Site Plan Modification bond set in the amount of $3,750.00.</p>

part of this proposal.<br />
One of the subject units is missing a service lateral as<br />
presently shown on the plan.</p>
<p>8. On sheet 4, provide more detail on the portion of sanitary sewer<br />
that is specified to<br />
be abandoned.</p>
<p>9. On sheet 4, specify the limits of paving on the map and add a<br />
note to sawcut and<br />
match  existing pavement.</p>
<p>10. On sheet 4, add or darken the 100 year floodplain limit.</p>
<p>11. Provide typical dimensions for the layout of the sanitary sewer<br />
and water mains.</p>
<p>12. Provide layout information and dimensions for the proposed<br />
roadways. During a<br />
recent site visit it was apparent that the limits of the<br />
existing reclaimed roadways<br />
are lost due to the trenching for the water and sewer main.</p>
<p>13. On sheet 4, specify construction material stockpile areas and<br />
equipment staging<br />
areas on the plans.</p>
<p>14. On sheet 7, revise the typical pavement section to have two 1.5<br />
inch lifts of<br />
bituminous concrete. Clarify on the detail if existing grades<br />
will be maintained or if<br />
roadways will be raised by three inches. It also appears from a<br />
recent visit to the<br />
site that much of the reclaim material has been lost due to the<br />
utility installation.<br />
Revise the pavement section to remove the sandy material that is<br />
remaining and<br />
replace with a minimum thickness of 4 processed aggregate base<br />
material per<br />
section 209.1.a of the zoning regulations.</p>
<p>15. Site Plan Modification bond set in the amount of $48,000.00.</p>
<p>16. The Planning and Zoning Commission review and approval of this<br />
application<br />
merely addresses the placement of water, sewer lines &amp; associated<br />
work and does<br />
not take any position with respect to the location of the mobile<br />

Professional Engineer or Land Surveyor.</p>
<p>2. Provide separate plan sets for each individual application and label</p>
<p>accordingly.</p>
<p>3. On sheet 3, clarify the limits of the existing or proposed homes, there<br />
appears<br />
to be some extraneous lines on the plan.</p>
<p>4. On sheet 4, add the soil-erosion and sedimentation control signature<br />
block to<br />
the sheet.</p>
<p>5. On sheet 4, add the NRCS soil types to the plan.</p>
<p>6. On sheet 4, specify construction material stockpile areas and equipment</p>
<p>staging areas on the plans. Provide erosion controls around the<br />
material<br />
stockpiles.</p>
<p>7. Add a note to the plans specifying that all existing pavement on and<br />
adjacent<br />
to the site that is to remain shall be swept clean of accumulated<br />
sediment on a<br />

<p>217.3.d.2 of the zoning regulations.</p>

<p>MISCELLANEOUS</p>
<p>The Commission reviewed correspondence from Mr. Stephen R. Waldie from SCW<br />
Enterprizes, L.L.C dated November 11, 2009 regarding electrical service to<br />
a previously approved remediation shed located at 302 Main Street. It was<br />
the consensus of the</p>
<p>Commission to allow overhead service from the existing pole located next<br />
to the Brewer Street entrance provided it did not go over any paved travel<br />
potion of the parking lot with a minimum height of fourteen feet.</p>
<p>The Commission also reviewed correspondence from Mr. Abe Kaoud regarding a<br />
request for a potential workshop regarding the possible zone changes for<br />
972 Silver Lane &amp; 403 Forbes Street. It was the consensus of the<br />
Commission not to have a workshop.</p>

<p>Upon a motion by Denise Horan, seconded by Gary Zalucki, it was voted unanimously to recommend approval of the application. As a result, it will be forwarded to the Town Planning and Zoning Commission for final action with the following condition:</p>
<p>·  In evaluating this application, the Planning and Zoning Commission has relied upon information provided by the applicant and, if such information subsequently proves to be false, deceptive, incomplete, and/or inaccurate, this permit shall be modified, suspended or revoked. Comply with all Engineering Department Comments.</p>
<p>Site Plan Application  363 Roberts Street A.K.A Holiday Inn, Façade renovation and new signs to an existing hotel. Applicant: GlobalTech Design, LLC</p>
