Making it formal
On the recommendation of the compliance department over at the State Elections Enforcement Commission I have submitted a formal complaint against Henry Genga for making disallowed campaign expenditures and failing to report coordinated expenditures by his PAC Democrats for Excellence.
In summary, the new campaign law forbids a candidate committee from giving money to non-profits, community organizations and other political committees. In July and September Henry’s campaign gave money to the Democratic Town Committee, the East Hartford Summer Youth Festival Inc. (which is headed by a Democratic member of the BOE and DTC) and the Podunk Bluegrass Festival (which is the baby of town hall Democrats).
His PAC took care of his campaigning through most of 2008. The PAC paid for admission to a host of events, staff for an energy forum he hosted, political strategy lunches and ultimately the Working Families Party endorsement. In short, the PAC was his campaign in the first 2/3rds of the year and did not disclose it’s role as such. Neither did his candidate committee.
